What is the role of a Wafaqi Mohtasib?

A Wafaqi Mohtasib is the Federal Ombudsman of Pakistan, who is responsible for addressing and resolving the complaints made by general public against the Federal Government Agencies, promoting good governance in the long term. Their head office exists in Islamabad while there are Regional Offices present in Lahore, Karachi, Peshawar, Sukkur, Quetta, Hyderabad, D.I Khan, Faisalabad, Multan and Peshawar.

Introduction of Mobile Application

Addressing a Press conference at the Wafaqi Mohtasib Secretariat, Regional office, Federal Ombudsman Syed Tahir Shehbaz lauded the role of the institution in providing relief to the people of Pakistan. The Federal Ombudsman claimed that the institution received over 70,000 complaints from all over the country last year and around 99% of those were resolved. He also added that his office was considered as a poor man’s court, which would provide justice without any costs involved and minimum hassle.

The federal Ombudsman also announced that the institution would launch a mobile application in March 2019, to make it easier for the people to register their complaints and review the status of their complaints. This would make the whole process and mechanism of dispensing justice much smoother and faster.

Integrated Complaints Resolution System.

Earlier, the Wafaqi Mohtasib had introduced an Integrated Complaints Resolution System to make it easier for state institutions to redress complaints. Several institutions including the post office department, Islamabad Police, Ministry of Housing, FIA, Ministry of Federal Education, WAPDA, Sui Sothern Gas Pipelines and Sui Northern Gas Pipelines. The representatives nominated by these institutions were also provided with training sessions to improve the complaint handling process.

Regarding how this department can assist the public with their complaints, the Federal Ombudsman said, “We have also established special cells in all ministries and government departments with focal persons, We will also hold quarterly seminars around the country for awareness among general public to approach the Wafaqi Mohtasib for resolution of their grievances”. He further added, “We also ordered to disburse the pension of the gazetted officers through their bank accounts from all scheduled banks and this facility would be extended to the non-gazetted officers’ this year.”

The Federal Ombudsman also made it clear that every finding was decided within a period of 60 days and a review petition within 45 days.
A helpline (1055) already exists and the public and seek any sort of information in regard to the office between 9am to 10pm.

The Pakistan Post, which has been on the path of improvement over the past few months, announced another new service to assist the people of Pakistan, businessmen specifically.
In a ceremony conducted at the Pakistan Post head office, the Federal Minister for Communications and Postal Services Murad Saeed formally announced the launch of their Export Parcel Service or EMS Plus.

The Federal Minister, in the presence of the special assistant to the Prime Minister on Media Affairs, Director General of Pakistan Post and Secretary Postal Services, lauded the inauguration of the service and stated that it was a part of the Government’s efforts to make loss-making state institutions profitable.

Export Parcel Service or EMS Plus is a significant and highly accommodative development for the small businesses operating throughout the country. EMS Plus would enable small traders to get their consignments delivered to foreign countries within 72 hours, at significantly lower rates.

As stated by the Federal Minister, this service had initially been introduced as a pilot project for a few cities including Faisalabad, Lahore and Sialkot, which would allow traders to send parcels weighing up to 30 Kgs to countries to six countries including Australia, Thailand, United Kingdom, Saudi Arabia, Japan and UAE. The service would be extended to other cities of Pakistan and more foreign countries would be added to this service in the second phase very soon.
The Minister for Communications and Postal Services also claimed that EMS Plus would cost about 175% less than what private courier services usually charge.

Introduction of this service would make the whole mechanism of exporting goods easier, more cost-effective and faster for small businesses and traders of Pakistan. This would provide a much-needed boost to the export industry of the country, improving the balance of payment deficit in long term.

Reportedly, advertisements for hiring services of courier companies in countries that are a part of this service would soon be floated and designated counters would be established at airports to assist the whole process of dispatching consignments. Moreover, Pakistan Post would also collaborate with online shopping platforms to offer their services

On Bad Dressing Bahria University will Fined Rs.5000/- to Female Students…!!!

Bahria University is one of the top universities in Pakistan which offers all programs of all fields. As it is one of the most popular universities, many issues also raises in this university. This year the university make an initiative by ordering the same Dress Code for all Female Students in university. An official message by the Director of university has been circulated as the university informed to its female students that they will be fined Rs.5000/- if they wear Jeans, Tights, Trousers or Short Shirts. Now the only acceptable dress code for all female students is Shalwar with a Long Shirt and a Dupatta also. The university made this serious order due to the several unethical observations and with the consent of parents and faculty members. The same dress code for female students would be applied from January 14, 2019 (tomorrow).

If any female student would see in Tights, Trouser, Short Shirt or jeans then she will be fined Rs.5000/- by the Bahria University. Recently, Bahria University also enforced similar discriminatory rules such as asking students to maintain a 6” distance from male students and don’t use the male cafeterias (use Dean’s Cafeteria at the campus). We think the Bahria University want to create an environment which would be better for both genders. Many issues are raising in the universities where male and female students learn together. Bahria University is also one of those companies where Co-Education is provided to the students. In this regard an order has been circulated by the university’s Director as the same dress code for all female students. The higher authorities decided the same dress code as Shalwar with Long Shirt and Dupatta. If any female students wear jeans, tights, trousers or short shirts then she will be fined Rs.5000/- by the university management. In order to not follow this order the students would pay a heave fine.

Recently Bahria University Islamabad also enforced similar discriminatory rules such as asking students to maintain a 6-inch distance and Separate Cafes for Boys & Girls in the campus.

Now the only acceptable dress code is shalwar with a long shirt and a mandatory dupatta. This rule has been applied due to the several unethical observations. All the faculty members of the university and with the consent of parents this rule has been applied on female students. This new order is applied from tomorrow as January 14, 2019.

Students Reaction

Many students don’t like this order and saying that:

  1. Why doesn’t Bahria University call itself a Madrasah? As it also ordered to maintain the 6 inches gap and now due to this order, the administration makes a mockery of itself by banning jeans, tights, and trousers for girls.
  2. One more said: Why don’t they just impose shuttlecock Burqa (Abaya)?
  3. One more said that Not sure whether its university or school?

We don’t know how much this orders would be followed by the female students but if they don’t follow it then they would pay the heavy fine of Rs.5000/-.

Pakistan on the Verge of Discovering Huge Reserves of Oil and Gas!

Pakistan is brimming with natural resources. Be it oil, gas, coal, minerals or any other natural resources, they can be found in abundance throughout the country.
Recently, the largest oil drilling company in the world, ExxonMobil returned to Pakistan to drill for oil and gas reserves. This is a significant development in regard to Pakistan’s natural oil and gas reserves as ExxonMobil has returned to Pakistan after 27 years and the chances of discovering huge oil reserves are quite bright.

Last year, the Texas-based ExxonMobil sent out a delegation to meet Prime Minister Imran Khan, who assured that the company would be provided with a safe working environment in the country.  Subsequently, the company announced their drilling plans for Pakistan in November 2018 and docked their drilling platforms and ships in Pakistan in January 2019.

As of 10th January 2019, ExxonMobil, in collaboration with Italy-based ENI kicked off drilling and resource exploration/extraction operations about 230 KM from the coast of Karachi. This is for the first time in 9 years that off-shore drilling in Karachi’s deep-water coast has resumed, subject to improved security conditions in the country. ExxonMobil has docked one major drilling ship, three supply vessels and two helicopters for drilling operations on the site. The company plans on digging 5800 meters deep and expect to complete the spud in 60 days.

Italy-based ENI Pakistan, ExxonMobil, Exploration and Production Pakistan BV, Pakistan’s Oil and Gas Development Company (OGDC) and Pakistan Petroleum Limited (PPL) are all stake-holders in this project and are conducting the drilling operations as part of a joint venture. The government has also exempted customs duty for machinery that would be used for this project.

Reserves of Oil

The estimated cost for this project is around a $100 Million, with officials expecting to discover huge deposits of oil. If the project is able to discover reserves as large as anticipated, Pakistan would make its way into the top 10 oil-producing nations, ranked somewhere around 6th. The company representatives stated, “Eni Pakistan has estimated nine trillion cubic feet gas deposits,” the official said, adding “ExxonMobil expects oil deposits there.”

What would Discovery of Major Oil Reserves Mean for Pakistan?

Discovery and extraction of oil, gas and other resources certainly would be a significant development for the country. Currently, Pakistan’s domestic oil and gas production only allows the country to meet around 15% of its energy needs. Subsequently, Pakistan is forced to import oil and LNG (liquefied natural Gas), which is extremely expensive. As a matter of fact, Oil imports constitute a major portion of Pakistan’s annual import bill, leading to a greater difference in the import and export cashflows.

If the drilling projects successfully extract large reserves of oil and gas, the need to import resources from abroad would decrease, contributing to a healthier current account. Reports suggest that the chances of discovering large oil deposits are bright and the country and positive results are expected very soon.
