FBR collects Rs 7 billions from PTA DIRBS

The Federal Board of Revenue (FBR) collected Rs 7 billion in taxes from PTA DIRBS mobile phone registration in the last eight months. This was display from FBR officials on Thursday while briefing the senate committee on finance, revenue, and economic affairs

After FBR collected the taxes from mobile registration they informed the committee that 67500 mobile phones were blocked from FBR due to not registering the mobile phones in given time. The committee was chaired by Farooq Hamid Naek. He appreciated the effects that was taken by FBR on regularizing the smuggled mobile phones and striking a custom duty on them.

The official told the committee that PTA’s Device ldentification Registration And Blocking System has discouraged the smuggling. He said if the smuggler brings the mobile phone in the country so the user would not be able to use this phone. The user once pay tax and then insert the sim in phone.

The committee was informed that foreigners are free from any obligations only for 60 days after that they also will have to pay tax. He said mobile phone smuggling was at high level before DIRBS and they bring eight to ten phones in their bags from foreign countries to Pakistan.

FBR Collect Rs From PTA

The government of Pakistan takes lesser taxes from local people on mobile phones. The Standing Committee also passed the Companies Act, 2019 without opposition after a minor change with the approval of member in-charge. The committee failed to pass other bills like Maternity Bill and Paternity Bill, 2018 the Constitution Amendment Act, 2019 due to the unavailability of persons who moved the amendments.

The committee officially briefed that the FBR lately introduced the Tax Asaan app, addressing the public petition regarding simplifying the tax filling procedure. The app is giving a facility to salaried people to file income tax returns from the comfort of their homes. The chairman of the committee break off the meeting and decided to continue discussing this issue in the next meeting. After that committee’s decision will be informed to the pleader.

On Wednesday Ministry of National Health Services and Chinese disabled people’s federation signed a memorandum on improving access to assistive technology for disabled people. Dr Zafar Mirza, Special Assistant to the Prime Minister on National Health Services signed the memorandum at a ceremony that was held at great hall of the people in Beijing.

Pakistan and china finalized the agreement regarding assistive technology for the disabled. Dr Zafar Mirza in a statement said that this is not only beneficial to the disabled people from both the countries. However it is also for the people from the countries that come under the belt and road initiative.

last year in World health assembly, Pakistan discussed on the resolution of improving access to assistive technology for disabled people. 35 countries co-sponsored in this resolution. World Health Assembly made it compulsory for all 194 countries to fulfill this resolution within given time of four years.

Assistive technology comprises of those devices that are designed to help a person to perform a specific task. Moreover, these assistive devices are important for disabled people. With these devices disabled people can easily perform daily activities as any normal person do.

China decided to come up and play its role, as it has the largest number of disabled people along with the most influential Chinese disabled people’s foundation and the largest assistive technology industry.

Dr.Zafar Mirza said this initiative would increase the existing bilateral relations and cooperation between China and Pakistan. Specially in the field of Public Health and Medical Research to improve health services for the people.

He further said, Pakistan had protect the cause of assistive technology globally. And still continues to access assistive technology all over the world to those who are in need of it. Pakistan disabled persons will get advantage from this agreement. Furthermore, there are high chances of the emergence of this industry in the country by industrial cooperation.

RFID Number Plates Introduced In Islamabad

Islamabad is introducing RFID (Radio frequency identification) plates for vehicles. This will allow the authorities to meet global standards, make traffic regulations and check auto crimes.

A meeting was set to be discussed where it finalized the RFID project in the federal capital. The agreement was between Islamabad excise department and Islamabad safe city. The decision was later sent to the interior ministry for approval..

The main reason behind this project is to counter terrorism activities. The iniiative will also serve to upgrade vehicle registration to international standard. This will also help authorities catch fine defaulters to increase revenue collection.

According to the excise department, the step taken towards RFID after it was found that introducing uniform registration plates all over the country was impossible due to many hurdles. Firstly, the 18th Amendment, which states that federal government cannot intervene in the activities of provincial excise department. As this is an amendment to the constitution itself and nothing can be done about this. That’why the decision of interior ministry and Islamabad excise department came to this decision.

At the provincial level the excise departments have agreements with manufacturers for registration plates making it impossible to cancel them.

Director Bilal Azam, excise department told, the RFID will serve as a third registration plate and placed on the front windscreen of the vehicles. The RFID will store information of the vehicles such as owner name, details of registration and token tax information. A central database is working on that and centralize the data in one place. Making it fairly easy for other authorities to access.

CCTV cameras can easily read these RFID number plates, all of this is part of the safe city project. This allows the authority to track down stolen vehicles and catch culprits using these vehicles for illegal purpose.

RFID plates also contain anti tampering features so that people can not remove or replace it.

In Sahiwal city of Punjab, two motor bike assemblers start working together to manufacture Electric motorcycle in Pakistan.

As the prices of petrol is continuously increasing in the country and the inflation is rising day by day so it has become very difficult for motorbike riders to afford petrol especially who belong to lower or middle class. Now it is a time for Pakistan to shift to electric vehicles from fuel

Many companies have also introduced electric motorbikes in Pakistan in the last some years but they all fail and could not win public attention due to some reasons. The main reason was that they were expensive and no one can buy it.

Usman sheikh, CEO of motor bike company, that they are manufacturing electric bike having friendly budget. Further they said,they are first assemblers of electric bikes in Pakistan and designed them locally. They named bike “Jaguar”.

These bikes are similar as ordinary bikes having same size, shape and design but the only difference is that ordinary bike run with petrol but these bikes are run with electric batteries. Manufacturers not change their engine and body parts as they are already equipped with available technology of Japanese in the market.

Usman Sheikh further said that his company take help from existing normal bikes and locally developing an electric battery system. We have also designed and assembled other devices like controllers, chargers, motors, battery management systems, and battery packs.

The electric motorbike has a speed of 70 km and chargeable time is 5 hours. The current price of this bike is Rs 88,000 but company CEO will try to decrease the price.

Even gasoline Japanese bikes can also use these electric kit. The kit is available on easy installments, Rs. 5500 per month, for normal bikes.

Chaudary Zahid, chairman of MS Group said, gave away the benefits of electric bike. A normal bike that averages 50km the expenses would be near 4000Rs monthly, the electric motorcycle will be only Rs500.

Government Working On Policy To Bring PayPal To Pakistan.

PayPal is the quick and safer way to send or receive money, make an online payment or set up a merchant account.

PayPal is a financial services company in US and online money transfer system. The government of Pakistan is likely to invite PayPal in Pakistan and also launching their services in the country.

In August 2019, Chief Executive Officer Yusuf Hussain, in briefing the senate standing committee on information technology and telecommunication requested that Imran Khan and Adviser on Finance should talk with the CEO of PayPal and give invitation to come to Pakistan.

The committee noticed that country is losing large amount of foreign exchange reserves and also hurting Pakistan’s freelance sector due to deficiency of online money transfer system.

Senator Faisal Javed assured the committee that the decision of bringing PayPal to Pakistan would be taken up with the Imran khan and adviser on finance.

Committee meetings that have done before revealed that PayPal is not coming to Pakistan because of no legal backing and money laundering incidents in the country.

According to new report, a parliamentary panel informed that the government would introduce PayPal and other online payment platforms in Pakistan.

Secretary of Ministry of Science and Technology, Nasim Nawaz said, the policy related to PayPal is at the advanced stage and important development is to be expected in the upcoming two weeks.

Senator Mushtaq Ahmed also raised question that why Pakistan has no access to Paypal they further said if country do not have these payment systems so they could not increase its economy. At the time, Nasim nawaz, the ministry of science and technology asked the standing committee to discuss the issues instead of making illegal appointments and promotions.

There are two main agenda item for the committee meeting related to illegal appointments and promotions in many departments of the ministry.

The secretary asked committee to avoid discussions related to these agenda in the meeting as there are relevant forums to take a look on these issues. He also said that there are some rules and regulations to deal with these cases. The senate dismissed his suggestion by saying that there were issues related to illegal appointments and promotions that have been not sought over past 17 years.

Ahmed, who chaired the meeting said, here we are not interested to discuss these problems however illegal activities in the ministry and complaints by the affected people forces us to take such matters.

Rector of Comsats University Dr Raheel Qamar pointed out to the committee that the absence of effective copyright laws was discouraging innovation in the country.

He further said that these successful researches do not give any advantage for the students and also for those who will invest their cost in these ventures. It is simple to get copyright of any product registered in the US as compared to getting it done in Pakistan.
